New Alresford Local Plan update

Winchester City Council Strategic Planning Team has completed its assessment of the issues raised by the numerous comments on the draft Local Plan. WCC have now received the report from their appointed transport consultants assessing the relative transport impacts of the Local Plan strategy and the APG’s ‘alternative plan’ for potential development sites in Alresford. As a consequence of this report, and further studies and analysis, WCC officers have concluded that the ‘alternative plan’ is less suitable or deliverable than the draft Local Plan strategy. They therefore will be recommending to the Cabinet (Local Plan) Committee on 6th October (see details here) that WCC continue with their original strategy for the main development to be on Sun Lane.

There are a number of steps still to take place and there will be an opportunity at the next consultation stage for residents to comment on whether the plan is ‘sound’. This will be a 6 week consultation during November and December when residents may submit their comments either in writing or via the internet. Comments will be received by WCC and collated for submission to the independent Inspector who will be appointed to examine the soundness of the Plan. WCC are not required to respond to comments they receive.

We spoke with a local mortgage advisor from getmemymortgage.co.uk who told us’ the plans for the local area are great and needed with the rising population, picking the site is the first step into more affordable homes for the younger generations in the area.

The Inspector will examine the Plan, taking account of the representations received, so as to determine whether it is ‘sound’. During the examination there will be a public hearing stage, when the Inspector will invite selected participants to be heard when discussing the soundness of the proposals for Alresford.

The current published timeframe is as follows :

  • WCC Local Plan Committee meetings :
  • 16/9/15 All other matters.
  • 6/10/15 To cover : (1) Alresford (2) Winchester (3) Development Management

Thereafter :

  • 21/10/15 WCC Full Council
  • 6/11/15 Pre-submission Plan published and consultation on soundness
  • March 2016 LPP2 Submitted to Secretary of State (Inspector) for examination
  • June/July 2016 Public hearings as part of examination
  • October 2016 Inspector’s Report
  • November 2016 Adoption by WCC

Winchester City Council Strategic Planning Team is assessing the issues raised by the numerous comments on the draft Local Plan. As part of this work, they have appointed transport consultants to assess the relative transport impacts of the Local Plan strategy and the APG’s ‘alternative plan’ for potential development sites in Alresford. The consultant’s reports, which WCC expect to receive by the end of July 2015, will review access requirements and also estimate the cost of works required. WCC intend to meet with NATC towards the end of July to discuss the findings and the next stages of the Local Plan.

This will be a 6 week consultation during November/December when residents may submit their comments either in writing or via the internet.
